Business grants in Pennsylvania, a guide to state funding programs

Securing capital is often the biggest hurdle for any founder. While loans and credit cards are common, they come with the weight of repayment and interest. Grants are the ideal alternative because they generally don't have to be paid back. However, there is a catch: grants are highly competitive and can be very difficult to find. We've built this guide to help you understand the grant landscape in Pennsylvania.

Pennsylvania offers one of the deepest business grant ecosystems in the country, with opportunities at both the state level and an exceptional set of programs in Philadelphia specifically. The City of Philadelphia alone runs eight distinct grant programs covering job creation, commercial real estate acquisition, storefront improvements, emergency disaster recovery, fair chance hiring for returning citizens, and small business security. Beyond Philadelphia, state-level programs support major capital investment, transportation infrastructure, agriculture, environmental sustainability, and international trade. Award sizes range from $1,500 micro-grants for York small businesses up to $3 million for transportation infrastructure projects, with most programs offering rolling deadlines.

The largest agency for state-level grants is the Pennsylvania Department of Commerce and Economic Development (DCED), which administers the PA SITES Construction Grant for major capital projects, the Multimodal Transportation Fund, the Foundations in Industry Training Grant for apprenticeships, and the Ben Franklin Technology Partners program for technology commercialization. The PA Department of Environmental Protection, PA Department of Agriculture, and PA Office of International Business Development round out the state-level landscape. Beyond Philadelphia and the state agencies, Pennsylvania has additional local programs in York and Berks County, plus a distinctive nonprofit presence through The Merchants Fund (which administers two Philadelphia small business grants) and the Greater Pittsburgh Arts Council's Creative Entrepreneur Accelerator.

Pennsylvania businesses are also eligible for hundreds of national grant programs from federal agencies, corporations, and foundations. Those programs aren't covered on this page, but you can search our complete grant database to see every state and national grant your business qualifies for. Eligible applicants are businesses that generated under $2 million in revenue in the prior year, are located in Philadelphia, registered and licensed with the city, and current on city taxes (or operating under an approved tax payment agreement). Applicants must demonstrate a clear expansion plan, contribution to local economic impact such as strengthening Philadelphia neighborhoods or creating jobs, and resilience and innovation despite challenges accessing traditional funding. Eligible properties must be located on an approved commercial corridor, and technical assistance is provided throughout the purchase process — both before and after acquisition. The program prioritizes applicants who are unlikely to access traditional lending due to financial barriers. Administered by the City of Philadelphia's Department of Commerce and expanded in 2022 with funding from the Neighborhood Preservation Initiative, the program is designed to boost economic development on historically underserved commercial corridors. No payment or interest is collected on the loan for five years, and the full loan is forgiven at the end of that period as long as the business remains open and operating at the same location, effectively functioning as a grant for qualifying businesses. To apply, businesses must be located in a low-to-moderate income community on an eligible commercial corridor, registered and licensed with the city, and current on city business taxes. A limited number of projects are approved each year, with priority given to businesses that provide affordable goods and services to the community and increase activity in commercial corridors that have historically received limited private investment.
