Allstate Main Street Grants Program

The Affordable Commercial Tenanting (ACT) Grant provides Portland property owners and small business owners with reimbursement grants of up to $300,000 to fund tenant improvements, space related soft costs, and permitting support needed to ready a commercial space for opening. Administered by Prosper Portland, the city's economic development agency, the program is designed to facilitate access to affordable commercial space and support inclusive small business growth by helping local entrepreneurs move into ground floor storefronts at a lower cost. The grant is currently available for properties located within the Interstate Corridor and Gateway Regional Center Tax Increment Finance (TIF) Districts, though the program may expand to other areas of the city in the future. To qualify, the property owner must agree to provide the small business with a minimum three year lease that includes at least one of the following: a lease rate 10 to 25 percent below market, a period of rent abatement, or capped rent escalations during the affordable rate period. The property must be ground floor and zoned for commercial or mixed use. Eligible business owners must demonstrate at least two years of business experience and meet criteria related to displacement, limited access to capital, first generation business ownership, or location within a low income census tract. Funds may be used for hard costs to ready the space (such as standard finishes, signage, landscaping, lighting, and security upgrades), up to $25,000 for soft costs like design and permitting fees, and up to $25,000 for predevelopment work. Operating expenses, inventory, and non permanent fixtures are not eligible. Property management companies, mobile businesses, e-commerce businesses, and cannabis businesses are not eligible to apply.

The Façade Improvement Program offers a 50/50 reimbursement grant to developers, business owners, and tax-generating, income-producing commercial property owners in Oxford, AL seeking to enhance the exterior appearance of their buildings. Structured into three tiers, the program provides funding on a per-address, per-year basis. Eligible improvements include work on the front, rear, and sides of a building, as well as exterior doors, windows, shutters, gates, and other architectural or decorative elements that contribute to the overall façade. The program’s mission is to stimulate revitalization and attract private-sector investment by proactively addressing deteriorating property conditions and encouraging enhancements that boost the economic vitality of the area.

The Registered Apprenticeship Incentive is designed to offset the extraordinary costs of utilizing a Registered Apprenticeship training program. Applications are reviewed quarterly by the WDC Grant Review Committee. Funds for this grant are distributed after apprentice completes 500 hours of on-the-job training (175 hours for Youth Apprenticeship)

The Texas Semiconductor Innovation Fund (TSIF) is a new incentive program to encourage the continued leadership of Texas in semiconductor research, design and manufacturing. The TSIF will provide grants to state entities and institutions of higher education for semiconductor manufacturing and design projects; and award grants to business entities with an established presence within the state of Texas to encourage economic development related to semiconductor manufacturing and design. The TSIF will provide grants and matching funds to eligible entities for semiconductor research, manufacturing and design projects.

The Inner Sunset Neighborhood Vibrancy Fund provides Inner Sunset small businesses in San Francisco with grants of up to $20,000 to support storefront beautification, technical assistance, and storefront activation across the neighborhood's commercial corridors. Administered by SF New Deal, a nonprofit that has strengthened San Francisco's small businesses and neighborhood vibrancy citywide since 2020, the fund is a pilot program financed by private donors and community members with a stake in the neighborhood, with expected support for up to 20 small businesses across three funding tracks. -The Storefront Beautification track provides up to $10,000 to fund small but impactful storefront investments, such as replacing damaged awnings, repairing broken windows, or restoring outdoor planters. -The Technical Assistance track provides up to $5,000 to help businesses cover the cost of professional services and other advisory support. -The Storefront Activation track provides up to $20,000 to businesses that take over a vacant storefront in the Inner Sunset, offsetting the cost of opening in a previously empty space. Applications are reviewed by a community advisory group of Inner Sunset neighbors, and there are no fixed caps on how much funding can go toward any single track (funding is directed toward the strongest applications regardless of category). The Inner Sunset was selected as the pilot neighborhood at the request of the initial donors, and future expansion of the model to other neighborhoods may be possible if additional community funding is secured.
