ABOUT THE GRANT

The Signage Improvement Program is a grant available to developers, business, and commercial building owners in Oxford, AL that wish to improve their signage. The program is divided into two types of funding for either a “brick and mortar” business or a mobile unit. The “brick and mortar” fund has a total pool of $7,000 and the mobile unit has a total pool of $3,000. The program is a 70/30 grant that may not exceed the amount of $1,000 per address, per year for the “brick and mortar” category and mobile units may not exceed the amount of $500 per unit, per year for the “mobile unit” category. Applicants may not apply for both, but only one category.

The grant covers up to six months of expenses associated with the pop-up activation, including monthly rent, utilities, labor, maintenance of the space during occupancy, and general liability insurance. Eligible applicants include prospective tenants considering opening a pop-up location in Downtown or Downtown West, as well as current tenants in those neighborhoods considering opening a second location as a pop-up. All applicants must have the consent of their current or prospective landlord, and Greater St. Louis, Inc. may help identify a suitable space and willing property owner for applicants who have not yet secured one. Successful applicants are expected to propose concepts that appeal to a diverse customer base, complement surrounding businesses, and provide memorable experiences for customers and passersby.

Utica Small Business Grant
City of Utica

Grant funding is now available for woman- and minority-owned businesses with five or fewer employees located in the City of Utica. A total of $150,000 from the City’s 2025-2026 federal Community Development Block Grant funds will support this program. Grants will range from $5,000 to $15,000 and can be used for capital assets like machinery, equipment inventory, working capital or soft costs.

Newport News E-Commerce Grant Program
City of Newport News

The City of Newport News offers small grants to eligible e-commerce businesses, with a special focus on women-owned and minority-owned e-commerce businesses. Most businesses can get up to $2,500 in grant money; women and minority-owned businesses can get up to $4,500.

WV Governor’s Guaranteed Work Force Program
WV Economic Development

The Guaranteed Work Force Program provides funds for West Virginia employers to cover the costs of training, retraining, and upgrading worker skills at all levels of an organization. Both new and tenured employee training is eligible. Awards are limited to $2,000 per trainee, and overall funding is based on average starting wages, location, number of employees, and the number of trainees.
