Oklahoma's business grant ecosystem operates entirely at the state level, with a small portfolio focused on three areas: industry innovation, agriculture, and job creation. The Oklahoma Center for the Advancement of Science and Technology (OCAST) anchors the state's largest grant program, the Industry Innovation Grant, which awards up to $500,000 for innovation projects in target industries including biotechnology, aerospace, energy, information technology, and advanced manufacturing. The Oklahoma Department of Commerce runs the 21st Century Quality Jobs Grant, a job creation incentive refunding employers up to 10% of an employee's benefit rate for up to 10 years for qualifying jobs in target industries. The Oklahoma Department of Agriculture rounds out the state-level activity with two programs supporting farmers diversifying their product lines and food retailers expanding access to healthy foods in underserved communities. Award sizes range from $10,000 agricultural grants up to $500,000 for major innovation projects, with most programs operating on rolling deadlines.
Oklahoma does not currently have significant city-level or nonprofit grant activity for small businesses, with Oklahoma City, Tulsa, and other Oklahoma communities lacking dedicated grant programs. OK 21st Century Quality Jobs Grant

The Oklahoma Department of Commerce is offering a jobs program that refunds employers up to 10% of an employee’s net benefit rate for up to 10 years. Applicants in target industries must commit to creating 10 new direct jobs. New jobs are roles in qualifying industries that did not exist in the state in the prior six months. Employer compensation begins at 7% and increases to 10% once all 10 of the new roles are hired.

OK Agriculture Enhancement and Diversification

The Agriculture Enhancement and Diversification Program Grants were created to broaden the state’s production of a wider array of farming products. To be eligible, grantees must be over the age of 21 and a legal resident of Oklahoma. The Product Development and Research Grant or Loans may be used to fund research, studies, or cover test market and product development costs associated with creating or expanding an agricultural business to bring a new product to market. Research must be new and original, meaning no prior studies can have been completed before. Funded research must result in a salable product in the end. Grants are up to $10,000, with awards over $2,500 having matching or in-kind requirements.

OK Industry Innovation Grants
OCAST
OCAST awards funding of up to $500,000 to companies leading innovation projects that have the potential to create economic impact in Oklahoma. Projects must have an end user application within the targeted industries identified in the 2021-2026 Science and Innovation Strategic Plan, which includes biotechnology; aerospace, autonomous systems and defense; and energy diversification.

Oklahoma Healthy Food Financing Grant

The Oklahoma Healthy Food Financing Program aims to promote the availability and sale of healthy food options in low-income and underserved communities. The program provides grants of up to $10,000 to build, renovate, or expand grocery and retail outlets to improve the availability of fresh produce and healthy foods. Eligible projects include new stores, small retailers, and renovations. Recipients must agree to accept Supplemental Nutrition Assistance Program (SNAP) benefits and allocate at least 30% of retail space to the sale of fresh, perishable foods, among other stipulations.
