The Best Business Grants in West Virginia

Securing capital is often the biggest hurdle for any founder. While loans and credit cards are common, they come with the weight of repayment and interest. Grants are the ideal alternative because they generally don't have to be paid back. However, there is a catch: grants are highly competitive and can be very difficult to find. We've built this guide to help you understand the grant landscape in West Virginia.
West Virginia's grant ecosystem reflects the state's rural and agricultural character, with a mix of statewide programs supporting farmers, food producers, and small businesses. The West Virginia Farmers Market Association and the WV Food & Farm Coalition each run dedicated grant programs for farmers, farmers markets, and locally-sourced food businesses, while West Virginia Economic Development anchors state-level activity through the Entrepreneurship and Innovation Investment Fund, which awards up to $200,000 in supplemental funding for West Virginia-based small businesses receiving federal SBIR or STTR awards. The state also invests in workforce development through the Governor's Guaranteed Work Force Program and in early-stage tech companies through the Vantage Ventures Accelerator, a structured accelerator program based at West Virginia University. Award sizes range from $5,000 farmers market mini-grants up to $200,000 for major SBIR matching awards, with most programs operating on rolling deadlines.
West Virginia businesses with international expansion goals should also explore the West Virginia State Trade Expansion Program (STEP), the state-administered version of the federal STEP grant program. Administered by the West Virginia Department of Economic Development, West Virginia STEP supports export development activities like trade missions, international marketing, and translation services for West Virginia-based small businesses pursuing overseas markets. STEP is one of the more meaningful funding options available to West Virginia businesses outside the dedicated state programs. For more information and details on where to apply, check out our grant page for the State Trade Expansion Program.
While West Virginia's state and local grant landscape is more limited than some larger states, West Virginia businesses are eligible for hundreds of national grant programs from federal agencies, corporations, and foundations that often offer larger award sizes and broader eligibility. Those programs aren't covered on this page, but you can search our complete grant database to see every state and national grant your business qualifies for. WV Entrepreneurship and Innovation Investment Fund
WV Economic Development
In order to foster job creation and economic development in West Virginia, and stimulate SBIR and STTR results across the State, the West Virginia Legislature initiated the Entrepreneurship and Innovation Investment (EII) Fund. This money is earmarked to provide a monetary award when a business successfully submits a federal SBIR or STTR proposal and receives a Phase I or Phase II award. The amount of the State matching funds awarded is dependent on the existing balance in the EII Fund at the time of application and is typically not a 100% match.
There are two award periods during the year for submitting SBIR/STTR Phase I or II matching fund applications: January and July. No preference will be given to the order in which applications are received. Closed Phase I or II SBIR/STTR projects are not eligible for matching funds. In addition to these Phase I and Phase II award periods, businesses can also apply for a Phase 0 award upon submitting a Phase I SBIR or STTR proposal. These Phase 0 awards are distributed as a $2,500 grant and can be applied for during any month of the year.
